On October 17, 2008 at the center of Avenue of Science was held in the House of Palermo to discuss the effects of Law 133 on the University and in particular the Italian State sull'Ateneo Palermo e delle iniziative di protesta da intraprendere. All’Assemblea hanno partecipato più di duemila tra docenti, studenti, dottorandi, assegnisti e personale tecnico amministrativo. Sono intervenuti l'attuale Rettore (Prof. Silvestri) ed il prossimo Rettore (Prof. Lagalla). Hanno, inoltre, preso la parola studenti, docenti, dottorandi, assegnisti e personale tecnico amministrativo.
Il Rettore ha annunciato la sospensione delle attività didattiche dell'Ateneo per il giorno Martedì 21, affinché si possano tenere alle ore 09.00 a.m assemblee dei docenti e degli studenti in tutte le Facoltà.
In particolare, sono stati sottoposti all'approvazione dell'Assemblea due documenti elaborati dalle Assemblee delle Facoltà di Ingegneria, Scienze e Lettere. I documenti sono stati approvati dall’Assemblea che ha deliberato di integrarli in un unico documento di seguito riportato.

IL GIORNO 17 OTTOBRE 2008
I partecipanti all’Assemblea di Ateneo hanno espresso viva preoccupazione per i provvedimenti contenuti nella legge n. 133 del 6/8/2008. Tale legge non costituisce una riforma volta ad eliminare i difetti dell’Università italiana, ma impone unicamente delle riduzioni economiche e del personale così drastiche agli Atenei italiani da produrre, nel giro di pochi anni, effetti devastanti sul funzionamento del sistema universitario pubblico.
Si tratta di provvedimenti miranti ad un depauperamento progressivo ed assai allarmante delle Università italiane che comportano gravi penalizzazioni, sia per tutti coloro che operano nell’ambito dell’Università Pubblica, sia per coloro che fruiscono dei suoi servizi, in particolare gli studenti e le loro famiglie.
Durante l’Assemblea sono stati evidenziati i punti della suddetta legge che risultano di particolare criticità per il futuro dell’Università:
- riduzione al 20% del turnover dell’unità di personale (una nuova assunzione ogni cinque pensionamenti) con conseguente forte impoverimento del corpo docente, grave compromissione del rinnovamento dello stesso, impossibilità di procedere all'assunzione new researchers and inevitable decline in training opportunities for students;
- Phasing and more drastic Ordinary Financing Fund that will force, to meet the economic needs of each university, including raising the tuition fees for progressive students and the inevitable reduction in services provided;
- can change, though not mandatory, the Italian universities in private foundations, street hardly pursued by many universities, especially the southern ones, which suffer from the lack of an economic and strong local and industrial progress.
In order to raise awareness and the relevant bodies on this issue crucial to the development of the same country, the Assembly decides to take the following actions:
1) read this document in all the classrooms of the University during school hours and during meetings of the collegial bodies and invitation to protest signing of documents specially prepared by students and teachers;
2) setting up tables to collect signatures to protest the signing of the documents referred to above;
3) coordination at national level the holding of a day of abstention from teaching and a demonstration against the Law 133;
4) holding of classes in public places in the city Palermo, upon notice to the competent authorities, and / or during the night at the facilities of the University, organized by the coordination tables;
5) vigorous forms of protest such as the waiving of the teaching assignments for substitute for additional workload and by contract, to be implemented in case of accession choir of teachers and students, resulting in suspension and / or failure to commence the academic year;
6) request to the Academic Senate resolutions regarding:
a) The position taken in 133 against the law with particular reference to the general lines of financial policy to be adopted in the university of Palermo;
b) A clear statement against any cases of conversion of the University of Palermo, foundation that engages the collective bodies for the present and the future.
7) establishment of coordination tables involving faculty, fellows, graduate students and be activated at different levels (Faculty, University, Italian universities);
8) purchase, following a self-funding, spaces on the main local newspapers and national discussion of the reasons on which the protest (the document will be prepared by the coordination tables). To this end, teachers indicate their willingness to donate the equivalent of a working day;
9) membership of all teachers, assistants, and doctoral students at the protest launched per il giorno 20 ottobre, in vista anche della probabile presenza del Ministro;
10) richiesta al Magnifico Rettore di disporre l'oscuramento dell’intero sito WEB dell’Ateneo per le giornate di protesta. Le pagine verranno coperte da un breve messaggio che spieghi le ragioni della protesta;
11) richiesta di annullamento delle manifestazioni celebrative per l’inaugurazione del nuovo Anno Accademico e destinazione della eventuale cifra stanziata in bilancio per l’acquisizione di ulteriori spazi informativi su quotidiani nazionali, secondo modalità concertate tra gli Atenei italiani. In tal senso si chiede al Rettore di farsi parte attiva presso i Rettori di altri Atenei;
12) organizzazione di ogni ulteriore forma di protesta utile e condivisa.
