15 ° Provincial Congress ANPI Roma and Lazio

Si è svolto sabato 12 e domenica 13 febbraio at the convention center Frentani the 15th provincial congress ANPI Roma and Lazio. At the table in addition to the Bureau Commander Massimo Rendina and provincial secretary Ernesto Nassi there was the national president Raymond Ricci. Over one hundred delegates from partisans and representatives of the 37 sections distributed in the territory, numerous guests representing political parties, associations and unions.


The total budget is very positive, it was a great job by all the delegates present and in particular from all over the chair. We are moving towards the new season of the PNA. Come on!


E 'was approved by a majority and one hand and one abstention, a policy document which includes the amendments to be made to the document presented during the National Convention section. Have also been submitted and approved some agendas. It has taken measures to renew the provincial committee to establish the standard for the participation of a representative section in addition to all the partisans.

Policy Commission Final Report 15 th Congress of ANPI Roma and Lazio

Policy Commission, took note of the national policy document and the Report of the President Raimondo Ricci, consistent with the Explanatory Memorandum of the President Massimo Rendina and his directions to the conference debate, voted unanimously, considering also the important work done by clubs and sections of Rome and province in the conference meetings, as seen in the unequivocal will of the members and members of ANPI Roma to give shape to what has been called "The new season of ' ANPI ", or its transformation from a combination of just-bound fighters, who along with the political forces, unions, social associations and movements all, represents the true home of anti-fascists. Policy Commission believes that we need, however, make an extra effort in responding to the issues: youth unemployment, changes in world society, the subjection to the current reality of capitalism. This is also consistent with the firm denunciation of increasingly frequent acts of discrimination, racism, xenophobia, homophobia and true fascism. Dealing with the topics subtle problem, we have summarized the work done by the companions and friends circles and sections to improve the national policy document, in 5 specificity:

I. Amendments to Guidance about:
- The Italian situation and the role of the new right, that does not stop being a fascist and xenophobic
- authoritarianism and populism, and strong anti-revisionist campaign, which tends to re-evaluate our actions and figures of a dark past;
- The essential principle of the secular state;
- The need for immediate resolution of the conflict of interest;
- The nature of a right today as yesterday is against the Constitution, civil rights and social rights;
- The orientation of an opposition is needed to be more effective.

II. Substantive amendment, approximately:
- The reform of the law proportional electoral sense, as enshrined in the Constitution;
- The absolute necessity of banning neo-fascist organizations,
- The inadmissibility of the principle of fiscal federalism.

III. Amendments to content here:
- School, College, Education, Scientific and Technological Research;
- Work and defend the rights of workers, with particular attention to fears of insecurity, youth unemployment and safety in the workplace;
- The introduction into the legal needs of the crime of torture;
- Need to take a clear stance against the war.

IV. Emendamenti sul ruolo dell’ANPI, con particolare attenzione a:
- Nuove generazioni e il ruolo che sono chiamate a svolgere;
- Fermo ripudio della violenza e ferma critica alle aggressioni verso giovani e cittadini di diversa etnia, religione, orientamento sessuale;
- Rapporto con le istituzioni, le quali comunque sono chiamate a sottostare ai dettami della Costituzione;
- Collocazione dell’ANPI nella sfera dei democratici progressisti;
- Grande bisogno di formazione delle giovani generazioni.
 

V. Emendamenti di struttura, circa:
- La reale valenza di Organismo di direzione data ai Comitati Regionali;
- La maggiore capacità d’intervento in tema di comunicazione e di raccordo tra strutture interne;
- Le iniziative di autofinanziamento;
- L’opportunità d’introdurre un organismo di controllo, quale il Collegio dei Probiviri;
- L’introduzione, al fianco delle giornate nazionali, di vere e proprie giornate cittadine della memoria.
 

Riteniamo altresì importante porre l’attenzione sulla grande difficoltà in cui verte la città di Roma, simbolo della Resistenza, città medaglia d’oro della Resistenza, che si vede oggi amministrata dagli eredi di coloro i quali i Partigiani hanno combattuto e sconfitto.
